Italy began their World Cup Pool B campaign in changing weather conditions in Osaka.
Prior to the Azzurri drew level with a penalty 19, the Namibian part-timers took an early lead.
Italy took control from Tommaso Allan and Tito Tebaldi with attempts.
While Chad Plato and JC Greyling scored consolations Matteo Minozzi, edoardo Padovani Jake Polledri scored after the break.

“The key thing was to win and accept the five points,” Parisse said.
“Big congratulations to Namibia too since they gave up. They kept playing into the end.”
When Tiziano Pasquiale was stretchered off before the rest, the only drawback for the Azzurri was.
Play was paused for what appeared to be a neck injury while the prop received attention.
Italy are next in action against Canada on Thursday, 26 September (08:45 BST), although Namibia face neighbours South Africa on Saturday, 28 September (10:45).
Defending champions New Zealand, who beat against South Africa on Saturday, will be another group in the group.

Namibia: Greyling, Tromp, Plato De la Harpe; Loubser, Stevens; Van Jaarsveld, Rademeyer, Coetzee Lill, Uanivi, Kitshoff Venter.
Replacements: Van der Westhuizen, De Klerk, Theron, Retief Walters, Jantjies, Kisting.
